My Graphics card is blue and my cpu's computer's motherboard is green. Is there a way it could work?

Solution
What graphics card did you buy? If it requires any supplementary power from the PSU, it isn't going to work because your PSU doesn't have any pcie connections. Even if it's something like a 750ti that doesn't need external power, it probably won't work with only a 235W PSU, which yours is, especially if the power supplied to the pcie x16 is only 35w and not 70W.

"CPU is Optiplex 380"
"Graphics card : AMD HD 7470"

FYI the Optiplex 380 is not a CPU, it's the computer model.

The 380 came in three case sizes, Mini Tower, Desktop or Small Form Factor (SFF).
Which one do you have?
What are the PSU specs?
