I have online UPS with PC attached to it
So the UPS is telling me that my input frequency is 40-45hz with peeping sound.
And my online UPS start taking power from batteries
But that is not the problem. The problem is I have two other PCs that is not connect to UPS
Does that frequency damage the PCs?
And at what frequency should I start concerning?

Do you normally have 50hz or 60hz power?

I believe the standard for auto switching power supplies is 47-63Hz.
So 40-45 is a little low.

That would probably derate the maximum power output possible, and the power coming into the capacitors would certainly be choppier. So you would end up with more ripple.

But computers these days operate on much lower voltages than 12V, so the motherboard VRMs will be what is taking the hits to convert down to the lower voltages that CPUs, chipsets, GPUs, and memory runs on. So they will run a little warmer, but not hugely so.

You may consult with your power provider and see what their minimums are. If they aren't keeping up their end of the agreement and giving you usable electricity, then they may be on the hook for any damage to your electronics and potentially have to compensate you for the electricity you have been paying for.
