My i5 4590 & GTX970 Bottleneck When Playing Rocket League

I run afterburner when playing rocket league to monitor my GPU & CPU Usage

When I play an online game of Rocket League my cpu can go up to 70% usage and my GPU can fluctuate between 30% & 80% usage. Most of the time my GPU is under 60% usage and the cpu is always higher.

Its making the game feel so bad and slow.

Im getting 230fps+ in game and sometimes even 300fps+ but the bottleneck is so bad its making it so unresponsive.

Anyone have a solution other than buy a CPU, Im pretty broke right now.
 
Has it been this way from the start or did rocket league run different? What is your display? Doubt you need a gpu. I was using an i5 4460 and rx480 for a while playing that game. I don't let the game run at whatever fps, I always adjust them based on the display.

What exactly happens? It runs at 230 to 300 and then freezes? Does this issue happen if you cap the fps at 120?
 

My display is only a 75hz Philips 278E, But yea its like theres real bad input lag occurring and even worse if I have it capped to 75 or 120. There is always more cpu usage than gpu in game. The temp is only 55 on the cpu and 46 on the GPU so i know its not throttling.
