Hello, I bought my PC 1 year ago, the CPU is stuttering so hard, I am playing just cs:go and I have got an 240hz monitor also, it drops to like 100-150 fps A LOT recently, that's been the past 1 month and its just unplayable, I have got friends with far worse rigs and they keep better fps than mine
I disabled xbox and all those XXXX, I am playing cs;go semi-pro and I did all the fixes that I can.. I think its some issue with the cpu, any ideas? windows power mode is high performance, nvidia is performance
mobo asus z270p prime
ram 2x8 kingston hyperx 2400mhz
cpu i5 7600k
video asus dual gtx 1070
adata ssd 256GB
no HDD
I hope anyone can help me resolve this, sorry if there are some mistakes, english is not my official language, hope you understand!
Thanks - sincerely Rado

Try turning off v-sync. It is meant to sync your fps to your monitor refresh rate, but as I doubt you're going to approach 240 fps, might be better with it off (unless you have g-sync monitor?). I would think screen tearing would be more of an effect but might in fact overtask your cpu as well while trying to do this, I don't know. Won't hurt to try:
Go into your nvidia controller settings, and under manage 3D settings, turn off the v-sync there, not just in game. Also try one of the other offered settings, (adaptive, fast) and see if your framerate improves. Try fiddling with the rest of the settings in this 3D settings menu until you get some improvement.
Also, you didn't mention but if you're playing at 1080p and you most likely...
it actually could be a lot of issues that have nothing to do with your cpu. First culprit to check is your system and your drivers. Update your video drivers always from nvidia's page to the latest version. Turn off SLI. It can have issues. Take out the second card and if still issues exist, you can troubleshoot further.
Then open your task manager, advanced view, details and sort by CPU usage. See what's taking up your resources.
Go into your windows updates, and make sure you update to latest version. What windows version do you have?
Run windows defender and whatever malware software you have to check for any bad actors.
Check your startup programs, and make sure you trim to only those you need.
Check the background tasks. If they're not showing up in task manager, go to performance tab in it, and click on open resource monitor. Then look in cpu usage there, sort, and see what is taking up your resources.
Finally, open up something like hwmonitor and check where your temps are when playing.
Check your video settings in nvidia panel, what you have your card performance set to. What resolution are you playing at? Do you have v-sync on by any chance?
Are you overclocking?
Is this happening with other games?

Drivers are up to date, there is no SLI, there are no processes taking a lot of my CPU power, mostly like 2-3%, windows defender and malwarebytes but there were no threats found, I trimmed all of the starting programs I do not need long time ago/ On the open resource thing 5% are used, I downloaded hwmonitor long time ago and the temps are NORMAL, about 60-63C while running CS:GO,teamspeak and stuff, I do not think it is overheating
Yes I am using V-SYNC
I am not overclocking
I didnt have issues in dota2 lets say, not playing other games

Hi but not sure if you ever came accros this issue with MalwarBytes. They had a problem that caused CPU and memory utilisation problems..This I believe is now fixed but just in case you did not know.

https://www.bleepingcomputer.com/news/security/malwarebytes-update-released-to-fix-high-cpu-and-memory-usage-in-mbamservice-exe/

Other than that, everything else looks fairly normal on your setup. The temps look right. There ius also this around the FPS cap that might help:

https://www.reddit.com/r/GlobalOffensive/comments/3ya2ue/fps_max_300_or_0/

And finally, I presume that is a 1080P monitor with a 240Hz refresh and maybe it is the high refresh rate that is causing the dips in FPS...Sorry if I cant help any further..

Maybe I turn off my V-sync? I know about the fps_max 0 thing... also I never use antivirus software, friend of me recomended it, ran a scan then uninstalled that bullshit.. so I do not have it anymore 🙁 Idk what else it can be.. please god help me 😀

Also, you didn't mention but if you're playing at 1080p and you most likely are, for the cs:go with 1070, what you can expect in terms of fps is here:
http://www.userbenchmark.com/PCGame/FPS-Estimates-Counter-Strike--Global-Offensive/3680/141989.208556.0.0.0
which is certainly higher than what you're seeing but could be cause they're overclocking so you might try it out on yours. Should be as simple as loading one of the OC presets in bios.
From previous threads about this, make sure fps is not capped:

Solution

Fps is not capped, did this long time ago
Also removed v-sync and I think it is better now
I am playing all 1280x768 resolution and everything is set to off/low only multicore rendering is running.. The gpu does not matter that much for CS:GO I think though

It will matter, but at that resolution, your cpu is likely to be the limiting factor, before the gpu. If you forced it to higher res (provided monitor supported it), gpu would take over more but your fps would drop considerably because it's a higher resolution.
Otherwise since no issues with other games, you're best of checking the game forums like so:
https://www.reddit.com/r/GlobalOffensive/comments/3levsp/low_gpu_and_cpu_usage_causing_lower_fps_since/
It could be a patch introduced by the game that broke something, it could be a different version of gpu drivers whereas older ones functioned better, it could be some of the normally hidden settings. That's just one link, many pop up for this game.
