My i7 6700k is running at very low speeds

I’ve had this problem 5-10 times, my cpu goes to around about 0.20 GHz at its lowest but after 2-3 days it works fine again and is back to 4.2 GHz. I’ve looked this up everywhere and no one seems to have the same problem. Can any of you guys help me?

Specs :

GPU : GTX 1070
CPU : I7 6700k
Motherboard: Gigabyte Z170-K3
Cooler : Corsair H45
PSU : VS650
SSD : 240GB
RAM : 16GB 3000MHz
Windows 10

A 2x multiplier means that it is dropping to the minimum processor state which is 5% by default, so you could try changing that setting. Try going into power plan menu, then select "change plan setting" next to the plan you have selected (should be balanced), and then click on "change advanced power settings." After that, you will click on the "processor power management" dropdown, and then change the minimum processor state to something higher.

I don't know why it isn't ramping the clock speed back up when you are using it, but hopefully that makes it to where it doesn't bottom out so low.

Assuming you have no performance issues:
Cpus usually reduce their clock frequency when they are not running any intensive tasks. It's just how they work.
Otherwise my first step would be to check the bios/uefi configurations, and if required resetting them.
