I have the i9 10850K, so almost the same CPU, your package power numbers do look too low to me for that CPU usage and clock speed. You might want to check them with some other software like HWMonitor. Have you confirmed your CPU is running at a constant clock speed while gaming?

You mention you had to replace some RAM, silly question but have you double checked it's running at 3600Mhz?
Has anything else about your system changed?
Do you experience issues with any other games or just these two?
