My in game frame rate has halved after resetting up my PC

Frame rate for cs:go is stuck at around 30FPS despite always previously having a minimum of 60FPS. I had recently had to unplug my computer and store it in another room a couple days ago, upon setting it back up, I got an Intel HD graphics notification on y system tray, also a further notification saying that my system is running slow.
No in game setting have been changed

Rough PC specs:
i7-3770k
8gp Hyper-X RAM
1tb HDD
Asus 780ti II

No in game setting were changed and even after a system restart the Intel HD graphics notification did not appear, however the FPs problems persisted. I'm speculating whether my computer is running off of integrated graphics rather than my external GPU.

Any help will be very much appreciated. Thank you for your time.
 



after attempting to reinstall the drivers, the software stated I had no compatible hardware. Going to try to remove and reinsert the card now
 



Whenever I try to startup the computer with my gpu inserted, it remains a black screen until the main windows screen has started. I can't access the BIOS
 


Nvidia updater managed to detect gpu and install new updates, however nvidia control panel is saying im not using a nvidia gpu with the display and refuses me access to preference settings.
 
Check to see were you monitor is plugged in at weather, it plug into the motherboard or into the 780ti. The way that this reads I think you plugged you monitor into motherboard. When if you want use the 780 ti it needs to be plugged into 780ti.
