I have just upgraded my pc from 32-bit to 64-bit and after that the Internet has been weird on my pc. Steam can connect to the Internet but chrome and Internet Explorer can't. PS. I am connected via ethernet. And also in the game rust there is only a few servers on the list and all of the servers ping doesn't go under 90.

Solution
Perhaps you have installed the wrong ethernet driver, or didn't install one at all. This can cause internet to go haywire, so i advise you check that out. If you have Windows 7 64 bit right now, installing ethernet driver may not be needed, as Windows 7 installs most basic drivers, but your computer may require a different way for the driver to work, than what Win7 provides. So definitely check the drivers. If the driver is fine, the lan cable may have been damaged since or before the 64 bit system was installed. Try with a different wire, to see if that solves the issue, and if it does, then you know it was the cable itself. If this doesn't solve the issue either, check if the new version of the OS installed a proxy IP to your system...

If this doesn't solve the issue either, check if the new version of the OS installed a proxy IP to your system settings. To check, follow these steps: Control Panel > Network and Sharing Center > Right click on "Local Area Connection" and select "Properties" > on the list where it says "This connection uses the following items", find the one(s) that are called "Internet Protocol Version # (TCP/IPv#)" - # the number of version of the IP it uses. > select "Properties" from the bottom right corner of that box > Make sure the top options are ticked: "Obtain and IPv# address automatically" and "Obtain DNS server addresses automatically". There could be more than one versions of internet protocol being used, so check all if there are multiple.

P.S. The ethernet will not work at all unless you install the driver manually, if you're using windows XP, and i am unsure about Vista.

I'd also recommend some unorthodox methods: unplug the cable from both your PC and the router, and clean the contacts (the plugs on both ends of the wire) using a dry cloth, and blowing into the socket on your PC and the router, to clean them out a little, then reconnect. You can also try plugging the cable in a different socket on either the router or the PC (or both), if you have more than 1 ethernet ports.
