[SOLVED] My isp refuse to fix my problem

every night from 8:00PM to 1 or 2:00AM i get 50~60% packet loss with 80ms jitter and when i ask them for a solution they change my dns server, mtu and reset my router i tried replacing my current router 3 times and the splitter also the main cable or thing , still have the problem and they refuse to fix it they're saying that in their monitor they dont have a problem my isp owns the ministry of communications so no complains would fix it what should i do, i tried literally everything
only VPN fix it but it makes my ping much higher than normal also i dont wanna be using vpn all the time

*it only happens in that exact time from 8:00PM to 2:00AM and they're saying that there's no problem and they keep insisting

What do you believe anybody on a message board can do? They can tell you to change ISP. They can tell you to move. They can tell you to use a VPN.

So the thing here is, the VPN comes in AFTER your ISP connection. You connect to the ISP network, then to the VPN. So if using the VPN fixes the issues the IPS connection should not be the issue.
 
Solution
How and to where are you measuring this packet loss?

I dealt with an identical problem once at an apartment complex where I couldn't change the isp and was able to provide them a lot of evidence that eventually they fixed it in 2 years right before I moved, lol.
 
like how the isp told me before in the past i open 2 cmds 1 of them i ping the google ip address not the 8.8.8.8 but the one that changes automatically and i call them to ask for it and the other one i ping the 192.168.1.1 address and i dont have packet loss to my router's address , so at google or any other server i get like 50 to 60% packet loss (ping (google's ip address) -t then after 30 seconds i press Ctrl+C

i literally tried all the other isps and i have the same issue i even moved to 2 different citties and the issue is still going, my friends are having the issue too , so i was just asking on what i should actually do , complains against the isp or the ministry won't work
