windows read the keyboard and i see it in device manager but cannot type.If Windows, in Safe Mode, can't access a keyboard, you have a serious issue. In this mode, Windows only loads the most basic drivers needed to operate, including for input devices like keyboards and mice.
Just as an experiment, do you have (access to) a second keyboard? If so, try connecting it as well as the first one. Can you use the second one?
