I have a dell Inspiron 15 3521 laptop with 1.9 ghz processor intel core i3 3rd generation and 8 gb of ram. My laptop is getting hot while working and after I play games for couple minutes it became too hot that I cannot touch my touchpad.
Please help me to cool my laptop.

Does laptop coolpads help me to cool my laptop?

Laptop cooling pad + table fan blowing air directly at the laptop.

Elevating the laptop by 1" using spacers will help a lot because now there will be a direct flow of air under the laptop.

The tech told you that they cleaned it - they may not have cleaned it adequately or not at all. Don't rely on what the tech tells you. Either do it yourself or have it done in your presence.

I had a dell Studio 1558 and had the same issue.
The only thing I can recommend you is to tear apart the laptop. Then, Ceck EVERY part for physical damage, change the thermal paste with a high quality one, replace the fan unit if necessary, change the thermal pads under the graphical memory units, and consider to change the harddisk with and low powered ssd.
I used laptop cooler under the computer and added extra fans near the inhale gap of the cooler.
It helped a lot. After 3 more years I had to tear apart the motherboard and added more fans directly onto it to keep it alive, though. :) Maybe Dell has serious problems with the heat issue.
 


Since your room is 38 degrees C now, expect the CPU temp to be 10 to 15 degrees higher than the room temp during normal use. Under heavier loads the CPU temp will be even higher.
 
I have just competed my cleaning. There is so much dust inside my laptop. I do not know what is that technician do. But after cleaning all the dust and changing heat sink my laptop is now at 55C cpu temp and 62C gpu temp. I shall buy a cooling pad today for better improvement.

Don't forget to place the laptop on the laptop cooling pad and also have a small table fan blow air directly at it. Do the dust cleaning every three months. Longer intervals if the inside is not too dusty.
 
Ok I shall keep this in mind. After using cooling pad my laptop temp is normal again and with some heavy work I t only get 57C cpu and 64C gpu. Does this normal?

Can I use laptop cooling pad all the time or when I do some heavy work.
 


Yes. For heavy loads those temps seem OK. And yes you may use the cooling pad all the time.
