My laptop seems messed up, checks tools tick mark at offline, yet below it tells

I have a message saying USB port not recognizable first, now I am getting message saying I am working offline which I don't want to, I have checked Tool, it is ticked as of line, I change it and still getting same message, would I be beter going to shop to get this fixed. I get all pop up trying to say they can fix but I have been scamed in past, so thought perhaps you could let me know what I should be doing.

Your computer is probably infected. Run your Anti Virus scan
Also Malwarebytes Antimalware scanner. (free scanner)
