Bought this laptop from another person (not brand new) tested it while I was with the seller to check if there's any issue before we made a deal, I also checked it thoroughly If there's a damage and Its all good not even slightest hardware issue beside scratches. When I got home, I pop open the back of the laptop to dust it off, using an air can to make sure its not gonna run hot since I'm gonna be using it mainly for heavy editing and maybe mild gaming. But I noticed that it's having a micro-stutters every about 15 seconds even with the power plan set to high power. But If connect it to a charger while using it, It goes away...Its even a fresh install of Windows 11. Anyone knows why?

You can use the tool on Lenovo's support page to see what your laptop's serial is.

Check and see if the laptop is pending any BIOS updates. Following that see if the OS is pending an update as well. You can then manually reisntall the chipset drivers, then use DDU, remove all GPU drivers from the laptop. Manually reinstall with the latest GPU driver from your GPU maker's support page, in an elevated command, i.e, Right click installer>Run as Administrator.

Its even a fresh install of Windows 11
Where did you source the installer for the OS?

I check for bios update and there's an update but It looks like It's only for windows 10 users so I skipped that part. Did the gpu reinstalling first (downgraded my gpu driver to the said most stable version) and do some runs before I proceed to the other chipset drivers. And voilà It's gone! no more micro-stutters! I think the latest driver for my gpu is the root of all these but will update you after a couple of hours and observe it for the mean time just to confirm its really gone lol. Thank you!
