Hi guys I just bought a kit of ram (HX316C9SRK2/8 , here is the sheet http://www.kingston.com/datasheets/HX316C9SRK2_8.pdf) , and my problem is (as the title suggests) that my latency is cl11 instead of cl9 . My memory already work on dual channel and I already activated xmp profile and still nothing... This is what CpuZ says :

Sorry for my bad english 🙁

Solution
Looks and sound like you have two different models of sticks in there - yes/no? If yes while they are at 1600 they are using a standard JEDEC profile based on CL11 - All the DRAM is running at what shows in the Memory tab of CPU-Z - if you go to the SPD tab you can look at the SPD specs of each individual stick
There is only one XMP profile, I've tried setting it manualy but still nothing.... And my motherboard is Gigabyte B75 D3V. I tried installing one more ram stick (4gb, 1600 mhz , cl9 , 1,65v ) and it worked 😵 . My ram frequences are different (because the voltages are different so the last ram installed got 1333mhz at 1,5v) but still CpuZ picks the fastest (1600mhz), and it shows CL 9 (which is incredible and impossible because my ram sticks are running at different CLs) but still tRCD and tRp shows 11 clocks... Can someone explain how this happened ?

Well Tradesman1 I got 3 ram sticks (2 of the exacly same kind and the other one different) . I have looked in CpuZ at SPD tab and it shows me every individual stick (JEDEC profile , the CLs and so on). From what I have read , the memories should work at the lowest latency and mhz from them (which is 11 CL and 1333 mhz) , but still they work at 9CL and 1600 mhz 😵. Here is what CpuZ shows me :

At the moment Im testing the memories to see if there is any speed issue with them
