I have tried looking in the windows settings, restarting the moniter, using different cables (including the one coming in the box). My laptop was bought in 2017, so im very sure it uses hdmi 2.0.
My laptop is a lenovo e570
The moniter is a asus xz350cu 35 inch

Hey Kabazz, which variant is your laptop? Also, when you said "input panel", do you mean on the actual monitor (hardware buttons) or the Intel driver software? Have you tried setting the refresh rate from the Intel driver settings? My knowledge of mobility hardware is quite limited but a cursory reading from here: indicates that the laptop does not support HDMI 2.0 without an external converter chip which I believe your laptop does not have. I think you may well be out of luck if that is the case.
