my monitor only displays the color red

just what the title says except that i mean only red. it looks like it only receives the color red over the VGA cable. i am using a dual monitor setup and i really don't want to have to get rid of the second monitor. even green and blue icons are almost completely blacked out. i have had this problem before but i just reboot and it is fine. also if i open the monitors settings using the monitors buttons the menus are just messed up and they wont close. my second monitor is the one bugging out by the way.
 
Solution
If a different video cable does the same, and your main monitor is normal, it's probably the monitor's last days.

One other thing you can try is to make the red monitor the primary and see if it's still red on that monitor. If the good one acts up as monitor 2, try re-installing video drivers, or even windows. If that doesn't help, the video card itself might be failing.

It would only be a windows/driver issue if the red monitor acted normal when set as primary, using the same cable and video port it was using when it was the secondary. This rules out the cable and the video card and the monitor, leaving only windows or a video driver issue as the culprit.
