HDD with Windows generally takes a minimum of about 1-3 minutes to boot from off.

SSD with windows generally takes about 20-25 seconds

NVMe with windows generally takes about 15-20 seconds.

That's with all the stuff like Steam and Adobe and anti-virus and normal everyday programs starting up.

For fresh, clean installs on a desktop, figure on half of that for times.

For a laptop that's shutdown using hibernation, like all you did was close the lid, 7 seconds would be about right, an SSD takes 2-4 seconds.

But that's not Boot, that's nothing more than coming out of sleep mode.

As you did not mention an OS at all, will suspect (as hinted from above poster) that this (if WIndows 10) is far more likely simply a resume from hibernation, often a default shutdown option when pressing the power button for some strange reason...
