My new 1070 isn't meeting benchmarks, like at all.

Hey guys, I bought into the hype and bought a new 1070. Right now I'm a little disappointed in how well it's performing. For example; on Fallout 4, with mostly Ultra settings with god rays and weapon debris off and DoF on low, I'm pushing 48fps. In the new DOOM I'm getting 90fps average, not low I know, but that's actually only about 8fps higher than my 970 was. In Warframe I'm recieving about 75fps in missions, which actually feels lower than my previous 970, along with some micro-stutters every now and then. I'm not sure about my WoW framerate, but I'm also getting quite a few microstutters.

My PC's specs are;

MSI GTX 1070
Intel i7-3770k @3.5ghz
16gb RAM (4gb X 4)

I'm also using Windows 10, and a 144hz monitor as well if that matters at all. Both Windows and my Nvidia drivers are up to date. I'm at a loss here guys.

I really appreciate any help and opportunities to learn you guys can give me. Thank you all so much in advance.

EDIT: I used MSI afterburner and I have a comparison of how my 1070 is stacking up against someone else's;
mine: http://imgur.com/a/zxdDc
and his: http://images.akamai.steamusercontent.com/ugc/267220159349715408/32B602CA598D1B75AE1F3136B2DEC695376E6F53/

You can see that my GPU just isn't using all it's resources for some reason. At this point I've uninstalled and reinstalled drivers using DDU, as well as fiddled with the clock speed in MSI afterburner.

Solution
The 1333MHz RAM could really be an issue. Try setting the RAM to 1600MHz and run memtest86+ to check if there are errors. If errors appear set the cl timing one step higher. E.G. if it´s cl9, set it to cl10 in BIOS and run memtest86+ again

next idea would be to install the OS and games on a new SSD like samsung 850evo with at least 250GB
Thank you, almost there. Go into the settings and uncheck the unnecessary boxes for the monitor such as FB, VID, and BUS usage and check Core Clock. 61% usage is not bad but I'm interested in your Core Clocks. I wish I had Fallout 4 so we could compare. I also have an i7-3770K and GTX 1070.

Edit - I posted to quick and didn't see your second post. Your core clocks are definitely low by about 500 MHz. What are they when you play other games? Do you have The Witcher 3?

Also, what brand of 1070 do you have?

It's an MSI, I do have it and I'll crank it up now. One second.

Also, I think the highest usage was 31% and that 62 was the highest temp.

Alright I got some....concerning results from running around the starter town for a moment. http://imgur.com/a/8CRAG You can see the brief spike in usage, I was honestly afraid to keep the game running. http://imgur.com/a/NIXaM

This was of course, everything on the highest setting, while on windowed borderless.

EDIT: one thing the screenshot doesn't show is the game madly fluctuating in framerate, the lowest I saw was around 50 and the highest being 110ish.

Can you go into the settings and expand the Y axis of the Core Clock chart? You have it capped at 1500 but I do see the max is 1848 which is good. Once you expand it, have a go at another session for about 5 minutes. Also, disable Hairworks and lower the Foliage Distance to High instead of Ultra.

That looks good to me. I forgot to ask what resolution you are running at? My GPU usage hovers at around 70-80% while playing The Witcher 3 at 1080p V-Sync ENABLED. I suspect that it would look very similar to yours if I were to disable V-Sync. Like I said earlier, I do not have Fallout 4 so I cannot test that to see if we have similar results but I did not see the the core clocks or GPU usage as high in your screenshots so maybe it's a setting with just that game?

It's at 1080p, I don't ever play on any other resolution. The thing is, it's not exclusively Fallout 4. All the games I regularly play, WoW, Warframe, DOOM, GMod, etc. are *all* underperforming. The Witcher 3 is the first game I've had a look at so far to get such high usage.

I may pick up Fallout 4 today (it's 50% off on the Humble Store) and I will report back in a few days.

1000 points are nothing in this benchmark. the fact, that the RAM is slow could increase it.
but what´s bit curious, is the core speed at 350MHz while the 3dmark

run furmark burn in test for about 10minutes and have a look at the core frequency and temperature

Yeah I went back and edited it once I worked through more of the data.

If you look at the leaders boards for 1070s, a number of them are showing up at only 350MHz. I believe it's just a error in 3DMark.

Okay, I played a bit more Fallout 4 and got to the section with the Power Armor and the Minutemen which looked like the same place you were at. My i7-3770K and GTX 1070 were able to keep the frames at a constant 60 with no frame drops. The GPU usage was around 50% and the CPU usage was around 30% and my Core and Mem clocks were maxed at 2000MHz / 4004MHz respectively. I'm not sure whats going on because it looked like your card at that scene was not maxing out the clocks. Can you double check and see what your clock speeds are during that scene?

I also had some problems with the 1070

At first it was performing very bad, and that was my fault for not clearing my old drivers.

So i did that, rebooted the PC again cleared it again!

Then i put the card in and it everything was almost great! Until the fans starting blowing randomly on full speed. So i went to my manufacturer website and downloaded the latest bios update for the GPU ( notes say it fixes fan problem )

No more problems since then.
