My new build PC is slow at starting up

hello guys

i would like to start by saying i am very new at this so be easy with the terminologies :D.

so i just built my new PC here are the specs
*x299 E-Gamming Asus Mobo
*Intel Core i7-7820X
*Corsair Hydro Series H100i v2
*trident z rgb (2*16) 3200mhz
*Seagate 3TB BarraCuda SATA 6Gb/s 64MB
*Samsung 960 EVO Series - 500GB NVMe
*Cooler Master V1000 - Fully Modular

at the beggining every thing was going smooth until yesterday my PC became very slow at starting up even when the systme loads up the mouse pointer stays at scroll form for a 10-20 seconds period then it allows me to use the PC.

I ran a test at user bench mark every thing was on green except for the ram it was at yellow (I installed the ram sticks on the second slot of each side of the mobo channels).

Note: this also happens at restarting the PC the restart buffers for a long time before it actually restarts. i am using windows 10.

Yeah, it ram won't run at full speed unless you enable XMP.

i will look into that i have another question when i open the new egg link i have the mhz to be 3333 but in the system it sys 2100 is that also an XMP issue
