My new computer is not loading?

Everytime I turn on my computer. Which is a Notebook pc. It greets me with a Working updates. But it always stops at a percentage. Like 16 percent. It's still at that and it's been 30 minutes

Be patient with windows update.

Depending on the update that is not unheard of. Give it more time, if it has not moved in over an hour on a newer computer, couple hours on older slower computer then you will likely need to do a repair or full reinstall of windows.
