My new computer plays worse than my old laptop

i had a new computer built for the hopes of better graphics and performance and just got it yesterday- after i downloaded the game i would be mainly playing(Tera) and went to load in screen my FPS was at 2 constantly sometimes reaching 3, when I retried on my Laptop instead i was getting at minimum of 25. Im trying to figure out if there is something Simple I can do to fix this(maybe I didnt turn something on?) or if there is a clear reason why my laptop is out performing my new computer! Btw I know the Custom's graphics card isn't great(but its better than my laptops) so I know about the obvious "update graphics card".

If there's anything else I can add in let me know- I'd prefer to not to have to try and overclock or making any adjustments that are outside the safety of the computer.. I didnt buy it so i could push it to keep up with my laptop. So Im hoping someone knows or spots an easy solution- I appreciate all the help in advance!!
 
Solution
For the desktop, you do have a good cpu for gaming. If you add a r7240, it will some AAA titles at low settings 30 fps. I would say it is similar to some laptop graphics performance. The R7 260X is a much stronger card and is more powerful than your laptop specs. It can play high settings at 30fps for some AA titles such as Assassin's creed black flag.
The only problem with your desktop that is worrying is the motherboard. The quality isn't designed to handle the FX 8320 and you can see issues when you begin to game on it.

Its because you need a graphic card. The motherboard onboard graphics is not considered for gaming.
Also running a FX 8320 on that motherboard is not recommended. You will cause cpu throttling due to the low amount of power phases which affects your cpu performance.
 
Also ^ if above is applicable, I was looking at some graphics card such as Radeon R7 240 and Radeon R7 260X. First question is would I be able to add them as a dedicated graphics card to this computer? Will the processor power these correctly is what I mean pretty much- and How much better Than the Laptop specs are these? worth me investing it?
