My new GTX 1070 TI has the same performance as my RX480 in games???

I recently purchased a Gigabyte gtx 1070 TI so that I could make the move up to 1440p but once I tested it compared to the 8gb RX480 I had it was getting the same or worse performance with constant frame drops and lower fps. I played a few games like PUBG, Rainbow Six Siege, and Wolfenstein II but the FPS was no higher with the GTX 1070 TI. It was actually a worse experience because there was a ton of screen tearing in games and even youtube videos. I was confused so I benchmarked both cards with Unigine Heaven and got 104 fps with the 1070 TI and 53 with the 480. There was still screen tearing with the 1070 but not the RX480. The drivers and everything are up to date and the rest of the hardware remained the same. Does anyone know what could be wrong?

These are my full specs:

intel i5 6500
MSI B150m Bazooka Plus mobo
16gb corsair ddr4
Seasonic Focus+ 750w power supply
Phanteks evolv matx case

And yes I completely uninstalled the AMD drivers

Okay I sent the card in and got a replacement and it is having the same problems. I made sure all the AMD drivers are gone with DDS so that is not the problem. I have never had an issue with screen tearing in YouTube videos and normal PC use but it is tearing in games and videos. What else can I try?
