PC Specs
CPU: FX-6300 3.5ghz
GPU: 960 gtx 2g ftw 2.0
PSU: 500w Altec
RAM: 4gb G.Skill
Motherboard: Gigabyte GA-78LMT-USB3.0
OS:Windows 7 Professional 64bit
HDD: 465GB Hitachi HDP725050GLA360 ATA Device (SATA)

All of this except the HDD and the PSU are new.It is slow in the manner of being able to load programs as soon as i get to the desktop up and randomly.

Solution
The reason it is slow in the way you stated is because you are still using a HDD and only 4 gigs of ram. I would first upgrade to a 120GB SSD then get another 4 gigs of ram. You will notice significantly faster load times and overall windows performance going from an HDD to an SSD.

Here would be my suggestion.

PCPartPicker part list / Price breakdown by merchant

Memory: G.Skill Ripjaws X Series 4GB (1 x 4GB) DDR3-1866 Memory ($32.98 @ OutletPC)
Storage: Samsung 850 EVO-Series 120GB 2.5" Solid State Drive ($59.99 @ Amazon)
Total: $92.97

Solution

Yes i meant Antec lol sorry

Also if you want a comparison i had same hdd and psu in the previous build and it was faster:
Previous Specs:
CPU: E6800 3.3Ghz
GPU: Nvidia Geforce 9600GT 512mb
RAM: 3gb
Thats all i can remember from the previous build

Perhaps that could be the issue. How old is the hard drive? I use a 6350 in my music recording computer with a solid state drive and as soon as windows pops up, I can open programs immediately, and most open in under a second, depending on the program. It was even fast quite fast with my hard drive before I got my SSD.

If loading programs seems slow, and your hard drive is fairly old, I would say that is the cause. Try upgrading to a SSD, and see if it fixes the issue. Either way, getting a SSD is never a waste of money in my opinion.

2008 and i can't test with another HDD to see if that's my problem.

Unfortunately, a lot of computer troubleshooting, especially when dealing with very generalized symptoms, is eliminating parts one at a time. Your only hard drive is a drive that's old and it's one of the first logical places to check for the behavior you're describing. Do you monitor your hard drive with CrystalDiskInfo or something?
