My new PC is underperforming in CS GO

Hi guys:

So I built my first PC a few days ago. The first 2 days it was great. I had smooth gameplay in CSGO. Then I installed the drivers and all. After that I noticed a significant decrease in performance, getting only 50 fps ingame. This is extremely dissapointing for me, because I saved up for this PC. Dota and Overwatch run excepcionally good. They haven't been altered, but I think I can still squeeze out some fps out of my gpu. Also, when I check on the MSI gaming app, both the cpu and gpu run at very low speeds.

I may have made a rookie mistake on the software part of the build, but I don't know where to start.

I really hope I can fix this

My build:
Core I5 6600k 3.50
MSI GTX Gaming X 1060 3G
MSI Z170A Gaming m5
16gb Ram


 
Solution
The only apps running when I open CSGO are Steam and sometimes TeamSpeak. I don't think its the internet either because even when I lower my settings to minimum, I only get about 5 to 8 more fps.
 
I used ddu and reinstalled the drivers. Now it seems that all of my games are now underperforming. I cant get a steady framerate or pass the 60fps mark while playing.
 
I ran UserBenchMark and it told me I had very low scores. Idk why my build is so underpowered if I haven't tampered with it or anything. Should I try something on the hardware?

Its set as Use the 3D application setting. To what should I set it to?

 
UPDATE:

So after doing a clean installation of drivers, it is working pretty much ok. I am using vsync to have 60 fps. It is working now. I have my settings at max. It looks pretty good but I expected better.
 


keep in mind your GPU only has 3 gigs of Vram most games such as doom 4 and the witcher 3 run better with 4gig or more of video ram not sure about CSGO but the higher the settings/resolution the more VRAM that is needed
