[SOLVED] My new PC runs terribly slow

CPU: Ryzen 5 2600
Mobo: Gigabyte B450 Aorus Elite
RAM: Corsair Vengeance LPX DDR4 2x 8GB 3000mhz
PSU: Corsair CX 550W
GPU: Gigabyte RTX 2060
SSD: WD Black 250gb NVMe
OS: Win 10 Pro 64 bit

My problem is - this PC runs terribly slow.
Before that I had a lot of bsod with clock_watchdog_error - they are gone after updating bios to F5.
I really have no idea what I can do to make it smoother, my old PC runs a lot stabler than this one.
 
Solution
With xmp disabled (default) your ram will run at 2133 or 2666mhz, so in order to get your ram up to the rated 3000mhz you need to follow these directions.https://www.pcgamer.com/what-are-xmp-profiles-and-how-do-i-use-them/ this should speed up your system but likely is not the root of this issue.
Make sure your windows power settings to performance, this helps ryzen a bit. Can you be more specfic about what component is maxing out? Make sure your ram is set to xmp up to 3000mhz. Also what speed is your cpu running up to?

CPU, memory, net etc were "fine" - CPU was 21% at idle, everything else 0-8%.
How can I set my ram to specyfic mhz?
About CPU - hard to say by now, I ran a reinstall (Its ryzen 5 2600 3.9ghz, 16mb box)
