Question My old hp probook won't turn on

My old hp probook 6550b is not turning on, I plug it in and the power light flashes Amber 10 times or more and I took out the battery and the same thing happened. It could be the charger because it isn't the one that came with the computer originally. Just wondering if anyone can confirm if it is the charger. Cheers!

The AC adapter for your hp probook 6550b should put out 18.5 -19 volts any less and it won't run and/or won't charge the battery.
