My old PC wont post

hi guys, i have an old pc from 2010 and now i want to use it again as an ubuntu for server
the problem is that it is not showing any output (neither beep nor video) to my monitor
it was last month when i check the psu. i beleived the PSU is the one that is causing the POST problem.
and today i bought a new PSU but the problem still exist
i managed to measure the voltage, the old psu is outputting 0-3,8 volt on 12v rail (yes it's now a junk) but the new one is pretty good with about 12.38-12.50v.
i also checked if the cpu is running, i tried to touch the cpu without any heatsink and it was getting hot so no problem with the cpu, perhaps.
well my last conclusion is that my mobo went dead, or is that anything else that causing this problem? any help will be appreciated.

well my mobo is pretty good i think, an asus p5g41t-m lx with E7500
i also tried to turn the system w/o the cmos battery. anyway what is this "caps" that you were referring to?
 
hmm so caps = capasitors. well no leaking caps found. all i found is a bit rusty caps but not as bad as the bulging caps that were in the pic.
also, when i tried to connect a SATA hdd, no hdd led activity, but when i connect an IDE one, the led lights on continuously. is it strange?
