Can't overclock with that CPU, therefore no use for that Z270 motherboard.
Unless you have already purchased an operating system, you will need one. You can't use an operating system from a pre-built laptop or PC.
If you are going to spend that much on a PC you can atleast get a 1070 and a boot drive by swapping out some over-priced parts.
Also what is your budget?
