My PC can run windows 1607, 1511 but not the latest 1703 build

Therefore, I went to youtube and tried to find some solutions to solve the issue but it ended up worse as the solution wasn't just useless but also caused me getting errors like BCD/BOOT 0x000000f errors when I tried to reinstall windows from my USB drive. Then, I gave up and brought the PC to a computer shop asking for their help, and they thought that the SSD was the one causing the issue(as it did have problems), therefore they just asked me to bring the SSD back to warranty. Well, I did and when i got back home, i tried reinstalling the windows again, the same error popped out again. So afterward, I tried reinstalling windows by booting from the UEFI (I know I should have tried that earlier) and tried to install the latest version of windows using my USB drive. The installation didn't work, therefore i went and try downloading other isos like 1511 and it finally worked. But the thing is that whenever I install the feature update of windows (1703) it never works, it will just enter the restore to the previous version of windows page for some reason. So then, i thought maybe i needed to update to 1607 build first, and the update of 1607 works , but when I tried installing the 1703 update it failed again and run into the same error and restores back to the previous version of windows.

*Also note that once, I tried to reset the bios version with the jumper, which I think I might have done it wrong as I tried booting up my pc with the jumper on clear-CMOS, I don't know if that might be the problem or not.(As I know that we were supposed to power off the system instead of powering one during clear CMOS process)
*And I've also tried installing the windows on my other hard drive both didn't work for windows 1703.

are all your drivers up to date?

it doesn't make sense that a version of windows prior to motherboards & bios's existence is better at handling the board that one it should work on.

What is 1st item in boot order? I wonder why I keep finding people having to reinstall win 10 due to bcd errors after flashing bios, expect its cause the windows boot manager has been wiped and loses the location of the boot files. but it should rescan them upon the defaults being reset...
