My pc cannot detect all external hard drive

Right now I have 2 external hard drive:

- Western Digital MyPassport 1TB
- Samsung 1TB

There a beeping sound when I plug in my Samsung external hard drive while the WD got a clicking sound. I conclude that this could be because of low power? I try using other cable to plug those in but both of the hard drives still have sound.

Instead of plugging it in the front panel of the cpu, I went to the back of the cpu to plug it in yet to no avail. I've went under Device Manager to see if the external hard drive pop up there but no there nothing. And I even check for the power consumption under USB Root Hub, it shows 500mA per port which mean its working fine?

I notice if my phone is charging using the pc, it will stop and start charging every sec when I plug in my external hard drive.

Can somebody help me?

I've check for updates on driver and uninstall the ones I no longer use but still the same.
