Did you try her pc on your lan cable. This is pretty simplistic and not much can be set.

Make sure the pc is set to AUTO for speed.

This is done at a very low hardware level. In most cases it is a defective cable. Some cables can be just partially defective and some machines will tolerate them more than others. Pretty much the only other thing is a defective port in the pc which can't be fixed so you need to hope it is just a cable.
Do you have a laptop or something you can plug into your sister ethernet port to test it? Does the laptop get 1GB? Have you tried another port on the switch?

P.S.
Also I don't think you understand how the voting system works. You're not suppose to just down vote every single answer that doesn't work for you. This is called troubleshooting. Most people down vote when it is a complete wrong troubleshoot step. Like asking what hard drive type you are using on an Ethernet issue...

ohhh it did do a gigabit speed when i tried it in my cable plus my cable is shorter cause im near the switch you think its the cable?

so maybe my cable defective? casue my own pc can do gigabit speeds in it but not enough of a cable for my sisters pc to do a gigabit speed,. hmmm

so you think that its more of cable issue? or my gaming motherboard is much more tolerable on my lan cable.

I think it could be a switch port issues or a cabling issue. But easiest way to test, would be to plug another device into your sisters LAN cable and see if it also downs the speed. If it does, then there is for sure a wiring issue. cable issue or switch issue.

I'd then check the switch port directly, plug a device into the same switch port she is using, see if the system drops in speed. If it does, possible bad switch port. If it doesn't then its a wiring\cable issue.

I highly doubt its a hardware issue. Both the mobos you listed can handle 1gb speeds. Since you already did drivers and the hardware is functional. I don't suspect the hardware to be the issue.
