My PC/Computer Freezes With Audio Loop/Stutter sound only when im not playing games

So my Pc freezes out randomly i really have no idea what is Causing it.
The funny part is that when im ingame it never freezes even when im in fullscreen mode and watching youtube videos. Only when im doing some random things like surfing on internet...

Have you checked task manager when the stutter starts to see if anything is ripping up system resources?
What is the specification of your rig?

CPU : i5 4460
GPU : AMD R7 260x 2gb
8gb ram
win 10 64bit

No i didn't. Its hard it freezes instantly

It sounds like an issue I used to get with my old PC that turned out to be hard disk having bad sectors on certain files.
Run chkdsk /r on your hard disks and see if any bad sectors get logged.
Also, run memtest86+ to see if RAM has issues.
Let me know the results and we can work from there.

I will try the memtest. The harddisk was already changed becouse of it i was 100% sure its harddisk problem but even when i changed it the problem was not solved.

Did you reinstall windows from scratch or clone old drive to new one after the hard disk change?
