My PC does not restarts when told to do so.

I made a New PC and have only one problem, it wont restart. When I say it to restart from the windows, the OS Shutdows to restart but my CPU, PSU and GPU fans are running and never stops to allow to PC to restart. I have to manually hold power button from the case to stop and the start again. And pc recognizes it as restart and does its normal work. All the wires are fine, no beeps of the bad RAM, no power shortages, every component is working perfectly.
My Specs: i5 4660
GTX 660
500W PSU
MSI H8M1-P32L
KIngston Fury 8 GB Ram
1TB Seagate SSHD
Win 8.1 Pro x64

I had that that problem with my rig two years ago. I thought it was a faulty PSU but didn't fancy shelling out for a new one so I just put up with it. Anyhow, some weeks later I needed a BIOS update to support motherboard's "fast boot" utility. To my pleasant surprise, the BIOS update also fixed the restart problem even though it said nothing in the BIOS update documentation about addressing that issue.

Now i'm not saying updating the BIOS will definitely do the trick for you. Just telling you it worked for me. Where you decide to go with that info is up to you.

Let me Try, I have BIOS v1.5 so updating it to v1.8 should work.
Update: It worked, so it seems the problem definitely lies with the BIOS .
