My PC fans turn off and then back on when booting

I just built my latest pc. It has a ryzen 5 2600x cpu, Aorus x470 ultra motherboard, 16gb of corsair 2400mhz ram, MSI gtx 970, thermaltake rgb 650w psu, pny 120gb ssd for Operating system and a 1tb WD HDD for storage. The computer runs fine, all the ram is recognized, the cpu doesnt overheat, everything seem to work as intended, but everytime I start the computer, all the lights come on, the psu light, the motherboard light, and the case fan leds come on, but about a couple seconds after pressing the power button, the leds on the case fans start to dim and then go out completely for about 1-2 seconds before starting back up again and booting like normal. Im curious as to what is causing this. The cpu doesn't have any bent pins, the cooler is on correctly, the ram isnt fried, the power supply was purchased a month or so ago new, the motherboard was bought new from newegg. I have no Idea what is causing this.

Could be normal, doesn't seem too bad Might want to check that every single thing in the computer is plugged in fine though
