Question My PC gives 1 long and 4 short beeps my GPU fan isn't working.

My PC beeps 1 long and 4 short. There is no signal in my monitor. Also my grapics card fan isn't working. May it be a broken Grapics card?

considering that this is a thread of troubleshooting nature. Please include the age of the PSU apart from it's make and model.

I did it, I can't enter BIOS because my monitor detects no signal. And the problem remains the same, 1 long 4 short beep, GPU fan still not spinning, CPU fan spins. My monitor can't be a problem because I tested with another device.

I tested with my old GPU ( GeForce 9800GT) and it turns on with the check beep. My monitor displays everything but in shorter resolution (i think because of the gpu age).
