My PC has become slow all of a sudden

I'm new to computers so please explain carefully. As of 2 days ago, my connection has been terrible. I was downloading a steam game and my download speed went from 2Mbps to 2 Kbps. My ping in games is usually around 40 but is now at 900. I've tried fixing the problem myself but i don't know how. My phone and another PC is working fine. Thank you.

Potential Problems -
A) Viruses or other things such as, running in the background trying to connect to their services.
B) To many programs running in the background / Skype / Google / Etc. These could be running in the background using internet.
C) Your internet could be faulty, so call up your providers. Comcast / Charter / Tesco / Etc
D) Your computer has a bad internet connectivity, maybe through the Ethernet cable or over WiFi receiver.
If you think there are viruses try Avast antivirus and Hitman Pro trial version.
All others you should ask your local computer store or ISP about.

So I tried some more things and i noticed that when i turned my monitor off my download speed went back up to 2 Mbps. Does this change anything?

Monitors should not use any internet at all, so i'm quite surprised. Has anything else turned off or on at the same time?

I don't think anything does. Could it have something to do with my processor maybe? I'm not sure its just what I found on google.

Anything that you can run without internet is most likely not what's causing the problem. Seems like a rare situation.
