Are you using an aio closed loop cooler? If so, how old and what brand is it? It sounds to me that the pump is either not working or not seated correctly. I just recently had an aio to die on me, albeit the unit was probably at least a decade old, the original corsair h100. The behavior was exactly as you described on my system.

If you're not using an aio cooler, then removing the current cooler you have an replacing the thermal paste with some good quality paste would be a good idea. Sometimes the old paste solidifies and needs replaced.
