Question MY PC IS A HP COMPAQ 6200 SMALL FACTOR

  1. Don't post in all caps.
  2. Check for a pin-hole manual eject on the front plate of the drive to see if there is a disk in there. If so, remove it and attempt to boot the system again.
  3. Disconnect the drive from the motherboard's SATA port and try to boot without the drive connected.

Won't it give me a beep?
 
The amount of power is regulated by the motherboard and power supply cable. You don't change anything.
If the system is powered off, you should not get shocked by it (you may experience static shock).
Go back and read #4 above. We're all volunteers here and have other things to do (like eat dinner).
