OPTICAL DRIVE MAKING GRINDING NOISES AND THE PC WONT BOOT UP

2. Check for a pin-hole manual eject on the front plate of the drive to see if there is a disk in there. If so, remove it and attempt to boot the system again.
3. Disconnect the drive from the motherboard's SATA port and try to boot without the drive connected.

The amount of power is regulated by the motherboard and power supply cable. You don't change anything.
If the system is powered off, you should not get shocked by it (you may experience static shock).
Go back and read #4 above. We're all volunteers here and have other things to do (like eat dinner).

As I said, turn off the system and unplug it from the wall socket. Aside from a possible static shock, no.

Power off the computer.
Unplug the computer.
Open the computer case.
Disconnect the CD-ROM SATA cable from the motherboard.
Close the computer case.
Plug the computer back in.
Power up the computer to see if it boots.
