UserBenchmarks: Game 13%, Desk 39%, Work 10%
CPU: Intel Core i5-4670K - 25%
GPU: AMD RX 480 - 43.7%
SSD: Kingston SM2280S3 SATA M.2 120GB - 52.4%
HDD: Hitachi HUP722020APA330 2TB - 53%
RAM: Unknown CL11-11-11 D3-1600 4x4GB - 26.6%
MBD: MSI Z97 GAMING 7 (MS-7916)

So these are my scores guys. I have absolutely no idea why this is happening but everything is slow and annoying. I tried installing a fresh win10 cause i read on different forums that this might be an issue but it has barely improved. Any tips? I'm desperate.

Solution
Geezus, they still haven't done away with that Slow Mode feature?

There's BD Prochot and there's also Prochot.
"PROCHOT (processor hot) is triggered by the CPU temperature. BD PROCHOT is never triggered by the CPU temperature. PROCHOT and BD PROCHOT sound the same but they are two different signals. BD PROCHOT can be triggered by ANY external sensor outside of the CPU. It could be the GPU but it could be ANYTHING. It could even be a keyboard temperature sensor. Someone might have decided that it would be a good idea to protect your fingers from getting too hot. The engineers that designed your hardware will know what sensors are connected to the BD PROCHOT signal line but you are not going to find this information in any forum...
does it mean that it's a small motherboard issue?
It could be the gpu, the motherboard, or the storage(they have temp sensors too). It should be easy enough to isolate though.

Should I get another mobo?
If you're comfortable with shopping the 2nd hand market for one.
Considering the age of the platform, I wouldn't be in any rush to replace it... would just have to keep an eye on thermals more frequently until you're ready to replace the cpu, mobo, and maybe ram.

Did you ever fix it? If so how?

check the answer marked as best solution for en-detail. basically my motherboard has a psyhical switch named SLOW_MODE which, because i bought it dirt cheap 2nd hand, was probably broken and i wasn't able to turn it off. what that switch does is limit the cpus (not sure if only the cpu but looks like it) perfomance. I have downloaded ThrottleStop, disable BDProchot and it has worked fine ever sincer. Worth mentioning is that I regularly check the temps of all my hardware, just in case. Hope it helped you!
