Question My PC is not performing as well as it should. Bottleneck or other issues?

Hi!
I've had this PC for over a year now, works quite well, but I had some issues with my SSD and had to replace it. Don't know if this is of any relevance but wanted to mention it.
Also, the GPU tends to run on high temps, according to Speccy.

I'm trying to play Witcher 3 and I'm finding I can hardly reach 60FPS, it's more like 45 and it drops often. This is before I've played anything else, which makes me think temps are probably not the issue? I'm not sure.

Is this performance to be expected? Or is there something in terms of config that I'm doing wrong?
Here are my specs:

Intel Core i5 7500 3.40GHz
Nvidia GeForce GTX 1060 6GB (NPY)
16GB RAM
MOBO Gigabyte Gaming B8-CF

CPU stays at about 45 - 50°C, while GPU can go all the way up to 80°C after an hour. But, while just starting up and playing Witcher 3 it's at like 50°c, and still doesn't go up to 60FPS.

Download MSI Afterburner. Then post your cpu and gpu temps while playing W3.

Yes, it is a 7500, I forgot to put that in.
While I don't have data on W3 specifically, I've been playing several other games on this PC and, according to Speccy, it's something like this:
CPU stays at about 45 - 50°C, while GPU can go all the way up to 80°C after an hour.
However, while just starting up and playing Witcher 3 it's at like 50°c, and still doesn't go up to 60FPS.
 
80C is pretty warm. What case is your setup in?
Check cpu and gpu usage while playing.

Well, the case is a Thermaltake Versa C22, I've heard ventilation in is bad, but I don't know what to do to resolve it.
The monitor is a very local brand called Compumax, and the info on it is very, very scarce. And I don't have the box anymore. I can't even find the refresh rate on it at all.
All I know is that it's 1080P, it's "HD", and it's 23''.

That's ok. I know now that you pretty much have a standard 1080p monitor.

That's one of many poorly designed cases where manufacturers put too much focus on form over function. This explains the warm temps - your front intake is being choked off, and I'd bet that the front fans are pulling in some of the warm air that was exhausted from your case.
Look into getting a new case that doesn't have an almost completely closed off front panel. In the meantime, remove the front panel and get something like this: https://www.amazon.com/DustEND-Prem...nics&sprefix=PC+fan+filter,garden,363&sr=1-24
A cheaper alternative would be to maybe ask a relative for pantyhose they don't use anymore.

That aside, does anything change when you turn settings down?
