Have you made any hardware changes before this situation appeared?
I Have a few other suggestions you could try to solve this problem.
First of all try disconnecting every HDD/CD ROM/FLOPPY/GPU.Note an Dead Components can prevent a system from booting up and could make some electrical short circuit or could drop some voltage to the PSU.
Second off all you are going to need to test if your motherboard ain't dead...Or your PSU(PowerSupplyUnit) or CPU(CentralProcessingUnite).
To see if your Motherboard is still Alive You need to set a RAM Failure BUZZ BEEP sound...

How many RAM stick do you have installed? 2x2GB Ram Sticks=4GB or only One RAM stick 4GB?
Maybe Remove your GPU(Graphics card)and then try Booting into Bios or Windows.

To see if your Motherboard is still Alive You need to set a RAM Failure BUZZ BEEP sound coming from your Bios motherboard Speaker.(You should have a Buzz speaker connected at all time.)

To Set a RAM Beeping Warning(Which is a way to see if the motherboard is still alive)..Is by Removing All the RAM Sticks connected to the Motherboard....When all the RAM sticks(In your case only the single RAM stick)are disconnected you must then power up your system and there should be an Beeping sound coming from your Buzz Speaker. When you hear the beeping sound its a good sign that your motherboard is still alive and functioning BUT there could be an issue with the RAM stick as well or maybe the RAM Slot.
(Keep in mind that during this process you should leave the GPU disconnected.(Use your integrated Graphics(Onboard Screen connect)for a sign of live in Bios.
Also try using another RAM Slot.

If you still don't hear the beeping sound i would say maybe try using another PSU.If it could be an Power failure as you mentioned That your HDD light are very low....maybe borrow a friends PSU and go test your computer with the new PSU.
If you tried that already My last suggestion is to Replace your CPU and see if the situation has been resolve.
If not...Well its a DEAD MOBO.:disrelieved:
