My pc is running in basically slow motion.

I have had the weirdest issue the past couple days, my computer was working fine for me until I launched PUBG, after playing for a little my game felt like it was running in slow motion (character running slowly, revive timers would be at 3 seconds remaining on my screen and be done already for other people). I figured it was a weird game bug so I reset my pc to see if that would fix it, unfortunatley, it seemed make the problem worse. After resetting everything was in slow motion, pop-ups would open and close in slow motion, and the rest of my games and OS were running slow, as well as the BIOS and all of the menus that you can access before entering the OS, such as to boot in safe mode. For example, in League of Legends I was getting 1000 fps, but the models would be slow and then catch up. I have been searching to try and fix the issue for the past two days and have just run out of ideas. I will list everything that I attempted below, as well as my specs.

- Booting in safe mode
- Updating Graphics Drivers
- Replacing Cmos Battery
- Running without Video Card
- Running with only one memory stick and running memory diagnostics
- Running chkdsk /r
- Disconnect card reader
- Checking Mobo connections
- Booting without HDD connected
- Upgrading BIOS drivers

None of these solutions did anything and I can't think of anything else.

My specs are:
CPU - Intel I5 4690k
GPU - MSI GTX 970 Gaming 4G
Mobo - MSI Z97 Gaming Z
PSU - EVGA 700 B1
RAM - 16GB DDR3
HDD - 1TB 7200 RPM

Hopefully someone will be able to figure out what the issue is, because I have run out of ideas

if you had an old laptop or something you could install it on there too and see the differences. But personally I would reinstall just to be sure before taking other actions


I wish it were that simple, I did try that but it did not remedy the situation at all. Also, as I said above the games are not the only programs that are lagging, all of the programs within the OS are lagging, as well as the BIOS, so while I wish that lowering the settings would be the solution, I am pretty sure that something else is causing it as the entire system is affected. Thanks for the reply anyway.
 


I am running on a cracked version of Windows 7, but if that were the cause would disconnecting the storage device that I have it running on (I only have one HDD with all my data) remedy the situation and fix the slow down in the bios as well, because I have a BIOS that has a GUI so it is quite easy to tell that it was still affected after disconnecting the HDD, I don't know though, maybe it would be wise for me to reinstall it just to be sure...
