Question My PC is underperforming ?

My PC is lagging when i launch games, video editor and when i do core programming. I don't know whether it is hardware compatibility issue or something else. I need help as i'm unable to figure out the exact reason behind underperformance. I'll share my PC details so that you can help me.

CPU : AMD Ryzen 3 2200G.
Motherboard: gigabyte a320m-s2h.
RAM: corsair vengeance ddr4 16gb.
Graphic Card: Nvidia GeForce GT 710 (2GB).

what the cpu/gpu temp and usage during the games, video edit?

I don't think is underperforming, cpu is low end. and gpu is weak.

This is a second hand PC. The guy from whom i bought this PC told me that this is a high end PC with 16gigs of ram. Me having very less knowledge about computers bought this happily thinking it would work smooth. But it lags even while simple browsing, editing and it takes a lot of time to start.

Enable xmp in the bios.

Make your startup group skinny you have a lot of background stuff running.

After you get that done run UBM again.
