Question My PC isn't detecting my discrete GPU - - - - I've tried everything ?

I have a Radeon RX 570 installed but my PC isn't detecting it.
my rx 570 worked fine with my old monitor (it broke), and now it doesn't

In device manager the display adapters thingy has a weird green lock type of thing and is only showing my integrated gpu.

All the cables are properly connected to my monitor. (An older friend of mine that is working for Gigatron told me everything is properly connected (Gigatron is a popular retail chain in Serbia specializing in consumer electronics, IT equipment, home appliances, and related products.)

I tried booting my pc in safe mode, I also tried messing with my BIOS. (I have an older version of BIOS btw, 2013 build or something)
In advances options the VGA Configuration tab is disabled and I cannot access it. (it's gray)

I have also tried reinstalling windows, booting all my drivers at once but nothing worked.

For some reason my PC just doesn't recognize it or it's locked or whatever just someone bless me with a solution 🙏

Don't know which MB but with n some you may need to disable IGPU in BIOS in order for DGPU to work. Some would switch automatically but you need to reset CMOS/BIOS . You may want to flash newer BIOS it it exists and set it to UEFI mode
Was GPU bought new ? What about PSU. is it adequate? Did you have another GPU that worked or can you try yours somewhere else?
In short, much more information is needed.
PS. In my experience, Gigatron people are not very knowledgeable.
 
I suspect that you may have a legacy/uefi mismatch in which case your card will not be detected.
When you look at your bios screen, does it look like a window with colors, or is it monochrome and text based?
The former is uefi and the latter is legacy.

Does your rx570 have a switch to change modes?
Is there a csm option in the bios which allows legacy cards to be detected.

Rx570 was introduced about the time that motherboards were switching to a uefi bios.
Some were compatible, some were not.

Did you have a previous graphics card that worked? What was it's make/model.

CPU-Z will identify the make/model of your motherboard.

Without details we are flying blind and just guessing.

I forgot to mention, the rx 570 worked with my old monitor before it broke, now with the new one it doesn't
