Question My PC isn't starting correctly ?

When i press the power button, the display just turns on and off every 10 seconds to a
"GIGABYTE [Insist on Ultra Durable]" screen. I'm unsure what the problem is.
All my cables are properly plugged in but my motherboard's red light is just cycling through CPU --> DRAM --> VGA --> BOOT, and I'm unsure if its a hardware or software problem. Please help me

Edit: Also the fan is turning on and off in unison with the screen turning off and on.

can you enter the BIOS
eventally remove cables or M.2 from the hard drive

try booting with a windows media creation tool generated USB flash drive and try repairing your windows on the boot drive with it
