[SOLVED] my PC keeps bottleneck no matter what GPU / CPU i use

My PC keeps dropping FPS / or call it bottlenecking no matter what GPU / CPU i use. From GTX 660 2GB Gigabyte / GTX 980 Ti ( Gigabyte ) / 1660 Ti ( MSI VENTUS X )
Current components installed are :
Motherboard : AsRock B450M-HDV
RAM - 2x4 GB 3000MHz
CPU - Ryzen 5 1600x(upgraded from Ryzen 3 2200g)
Cooler - be quiet! Pure Rock Slim
GPU - GTX 980 Ti
Power Supply - 900 W
Storage - 1TB Toshiba MQ01ABD100, 5400 rpm, 8 MB MB, SATA 3 (as Storage)
and M.2 SSD 240 GB WD as booting device.
Any ideas or opinions ? I`m struggling about 4 months already , cant find anything.

What 900 watt PSU? A 900 watt turd is still just a turd.
Also, are your games stored on your hard drive? If so, that's is most likely the issue, especially since it's a 5400RPM Drive. I have a similar set up with my OS and some apps stored on my SSD and data files on my 7200rpm HDD. There are times when I sit and wait while my HDD is accessed (I can hear it spin up).

so many answers in other forums i see all about my hard drive
maybe it forces my GPU to freeze in game and change its load from ( example 45% to 0 for 4 seconds ) and back up to 45% or whatever it takes to run the paricular moment in the game
