my pc sounds when i start it

Hello! I recently just hooked up my haswell build. Here are my specs
intel core i7 4770 processor, asrock z87 pro 4 mobo n Corsair XMS3 1600MHz cl 11 24GB(3*8GB) ram and a 400 watt psu. When i start my pc it sounds like Hmmmmmm.. and after some it automatically gets away. This is my second building with the same cabinet n hdd. In the previous build also this was a issue but not as significant and frequent as i am facing now. I have checked all the cables n all, nothing is colliding with the fans.

Please help me out.

I have a 400W Psu of a local company iball. I am on a tight budget so it will be very hard for me to replace the psu with a new one. Are you really sure that replacing the psu will solve my problem (if u r then i will try to replace it soon)? Do some malfunction of HDD etc can also cause this problem?.. I plan to replace my psu with a quality 750 or 650 watts cooler master or corsair psu but my pc might not need that much power. But i am ready to pay the extra bucks for more power because in future i plan to install a high end graphics card (GTX 770 or Titan) (not in SLI). So for the meanwhile will installing a psu with more wattage than my pc needs cause any harm to my pc?..
 


How can i detect if it already has caused some harm to my hardware?

I have a very old kind of cabby which has a upper psu mounting but now days the new psus are designed for lower cabby mounting so will i be able to install the psus in my cabby?..
