Question My PC stuck on / after the bios/windows logo

i was having a motherboard problem recently after updating my bios , after that i decided to change both the CPU and the Motherboard because i was not able to find an affordable motherboard that will carry my CPU,

now when i put evrey thing together and boting my PC the PC got stuck on the motherboard logo with spining dots and i tried to boot my pc using my windows boot flash drive and it shows the windows logo and the same got stuck ,

things i have tried:

-reset cmos
-boot the pc with one SSD / two SSD /two SSd and one HDD / without any drive using only boot usb drive
-boot with one ram stack
-boot without GPU
-i have booted the PC using the necessary cables only i have unplugged the usb cables / sata cables/hdd led cable / p+ p- cables etc..

so i am certian that the problem is not from the GPU/RAM/PSU/HDD/SSD , so please what should i try to solve this problem .

full system spec? include make and model of the psu

New CPU :i7 9700k
New Motherboard :msi mpg z390 gaming pro carbon
GPU : ASUS GeForce GTX 1080 8GB ROG Strix
Ram :Kingston Technology HyperX Fury 32GB 2400MHz DDR4 "16 GB x 2"
System SSD : samsung 250 gb nvme ssd 850 evo
2nd SSD : samsung 1 tb nvme ssd 960 pro
PSU : Cooler master gx 750

I have the same issue after I bought a new motherboard and cpu
Now I’m stuck to go back to my old mobo and cpu and just end up ordering a new motherboard
