Question My PC Stutters when playing games but runs fine in benchmarks why could this be happening?

I have recently been having really bad stuttering in every game I play but when I run a benchmark my pc doesnt stutter. I have ran a lot of tests trying to figure out the cause but everything turns out normal at first I thought it was just a game engine thing but now it's in games I have never had an issue with before so I took my brothers old gpu and put in my pc and the games stopped suttering but why is my gpu suttering it is an 1660 super it's not overheating so why is it doing this I havent even had this gpu for 2 months yet?

This could be a lot of things... Even if your brother's GPU makes everything work normally, it could still be something else...
Since your GPU is pretty new (you say less than 2 months), and it's not overheating, my wild guess would be the power supply isn't giving enough and/or steady current to your motherboard, thus you have stuttering.
It's only a guess, based on the very little info you provided.

my first psu I had to rma because it wasnt working right so corsair sent me a new one but what are the odds of getting 2 faulty psu's
 
Did you try to play WITHOUT the USB DISK1 connected? (is the game on this storage device? could it be moved to your internal storage? if yes, I'd try it since it's easy and shouldn't take too long to move a game around.

While unlikely, I'd still try it... (troubleshooting hardware is a PITA). Try your brothers PSU with your (presumed) faulty GPU and see what happens. Some PSU can cause some weird stuff to happen, usually because many components won't get enough current.
 
It looks like your memory is running at 2133. That can have a fairly big impact on performance using a AMD processor.

You need to go into BIOS and enable DOCP. It could be called XMP but I think all Asus boards call it DOCP.

I disabled it incase that was causing the stuttering I had DOCP but I was stuttering so I disable it and reset everything to factory settings so I can rule out any overclock

yes I have I have tried 3 hdd and a ssd since that video was posted
