ow to solve this problem? i got issue with my pc when i dont move mouse or touch keyboard my pc will slow. i detect this problem when watching video. can someone help me?

playing video on youtube 720p, all kind of video format keep stuttering and lagging if i dont move the cursor or touch the keyboard~~
